In the age of Siri, ChatGPT, and self-driving cars, it’s easy to start wondering: could a machine ever really think? Philosopher John Searle tackled that question in his famous 1980 paper, where he introduced what’s now called the Chinese Room Argument—a thought experiment designed to challenge a big idea called Strong AI.
So, what is Strong AI? It’s the claim that a properly programmed computer doesn’t just simulate understanding—it actually has a mind and understands things, just like a human. Searle was like, “Hold up. That can’t be right.”
To explain, he asks us to imagine a guy (who doesn’t know Chinese) sitting in a room with a huge instruction manual. People slide Chinese characters under the door, and he uses the manual to match them with other Chinese symbols and send them back out. From the outside, it looks like he understands Chinese—but really, he’s just following rules.
That, says Searle, is what’s happening in a computer. It manipulates symbols according to rules (syntax), but it has no idea what any of it means (semantics). So even if a machine passes the famous Turing Test, that doesn’t mean it’s thinking—it’s just faking it really well.
Searle’s argument made waves. Some people love it. Others totally disagree. But either way, it raises big questions about consciousness, understanding, and whether your computer will ever really get you—or just pretend to.

Imagine you’re chatting online with someone who seems super fluent in your language. The conversation flows, the jokes land, the responses are spot on. Then you find out: it wasn’t a person—it was a bot. Creepy? Cool? Now ask yourself: Did that bot understand you? Or was it just playing a really convincing game?
That’s what John Searle wants us to think about. In this reading, he challenges the idea that just because a machine can act intelligently, it must actually be intelligent. His famous Chinese Room thought experiment is a way of saying: behavior might fool us, but it doesn’t prove understanding.
So as you read, think about what it means to understand something. Is following instructions the same as thinking? Can you have meaning without consciousness?
